转型时期学校组织地位的重新确认——论高等院校的第三部门属性

摘要 在计划经济体制的影响下,一直以来我们都将教育事业及学校看成附属于政府部门的事业单位,这种定位是导致政府对学校管理高度集权的直接原因。然而在社会经济体制转型的过程中,教育越来越突显它的独立性。市场经济所产生的社会结构变化要求建立一种新的理论思路来对学校,特别是高等院校进行重新定位,这不仅给高校管理注入了新的理念,而且有助于推动高校管理体制的改革。本文从教育的功能及性质等方面阐述了将高校定位于第三部门组织的必要性及可行性。 Under the influence of the planned economy, educational undertakings and schools have always been classified into the category of "public institutions" in China, which constitutes the direct cause for the centralized control of the schools by the state power. However, in the process of transformation of the social and economic systems in the transitional period, the schools are gaining more in- dependence. The changes in social structure caused by the market economy call for new theories to relocate schools, especially uni- versifies .and colleges, in the society. This can not only promote education development, but also inject new viewpoints into the management of schools and accelerate their institutional reform. Starting from a discussion of the nature and functions of education, this paper analyzes the feasibility and significance of classifying schools into the category of the third sector.
