摘要
通过对1981-2003年这个时间段农业财政政策与农民收入的实证分析发现,农业财政政策存在一定程度的政策失灵,主要表现在农业信贷政策以及农业税收政策对农民收入的增加影响并不十分显著,在此基础上提出了解决问题的几点政策建议。
An empirical analysis of the agricultural fiscal policies and the income of farmer households＇in China＇s rural areas in the period of 1981 -2003 has revealed that the agricultural fiscal policies of the country failed, to some extent, to work properly. This failure is manifested in the fact that these policies had no conspicuous influence on the increase in farmers＇income. Based on this analysis, the authors propose some policy options for the solution of the problem.
