This paper gives a detailed description of the construction problems about new city libraries, such as the building models and ideals, the construction planning and designs, the construction and acceptance, the functional layout and furniture distribution, the new library operational preparation and arrangement for opening. It aims for offering certain useful experiences and references to new city library construction projects.
