Perfecting the Electoral System is Fundamentals of Democracy within the Party

党内选举制度是衡量党内民主发展程度的重要标志,是党内民主的一项根本制度;党内选举制度难免有一些不够完善的方面,特别是“党组织负责人”的选举存在一些问题;要进一步推进党内民主的发展,就必须从制度完善和实际运作两个方面入手,解决影响各级党代会权威和广大党员及党员代表选举权利的问题。

The electoral system within the Party is an important sign to measure the level and a fundamental system of democracy within the Party. Imperfections are almost unavoidable in democracy within the Party, especially the problems exsited in the election of leading cadres in Party organizations. For the sake of pushing forward the democracy within the Party, we should take the perfection and practice as the point of departure to solve the serious problems which influencing the authorities and the rights of party members and delegates to the Party Congresses.
