东北地区与沿海发达地区民营经济的发展存在着较大的差异。产生这一差异的原因除了区位因素外,从根本上来说还是制度上的因素。制度这个因素对于东北经济发展和提高竞争力起着重要的、决定性的作用。东北经济的振兴取决于能否在较短的时间内通过制度创新培育出发展民营经济的市场形态和体制环境来,这就要求政府从宏观上为民营经济的发展提供良好的制度环境,加快制度创新,才能打破正式制度和非正式制度的障碍,制度创新是振兴东北民营经济的出路所在。
