由于生产力发展不平衡,我国劳动密集型传统服务业具有比较优势,技术和资金密集型现代服务业具有后发优势“。十一五”期间,既要加快发展现代服务业,又要继续发展传统服务业,并以先进技术改造和提升传统服务业。关键是要把握传统服务业的比较优势和现代服务业的后发优势,通过自主创新与技术引进的有机结合,发挥标准化的引领、规范作用,以及信息化的带动作用、财税政策的导向扶持作用、人力资源优化的促进作用、市场机制的变现作用,将服务业的竞争优势转化为市场竞争力。

Because of the imbalance of productivity development,our country＇s traditional labor-intensive service industry has comparative advantage,and modem technology- and capital-intensive service industry has junior advantage. In Eleventh Five-Year Plan period, service industry＇s development should contain both modem and traditional service industry. We should reform and promote traditional service industry with developed technology. The key is that we should hold comparative advantage of traditional service industry and junior advantage of modem service industry, and combine independent innovation with technology introduction. Based on this,we should bring guide and standard function of standardization, driving function of informatization, orientation function of financial and taxation policy,advancement function of human resources optimization and realization function of market mechanism into play in order to transform competitive advantage of service industry into market competition power.
