在考察中国１８个沿海城市（包括１４个开放城市和４个经济特区城市）的区位特征和战略地位的基础上，针对２１世纪世界发展的新态势，提出沿海港口城市应根据自己情况确定城市国际化不同水平的战略目标，原则上都应坚持港贸立市、科教兴市、生态建市和依法治市四大战略方针，在推进城市经济外向化、区域经济一体化、产业结构高级化（包括经济服务化。

Since 1980, Chinese coastal port cities have made good opportunities because of initiating economic special regions and opening to foreign countries. They have promoted swift economic growth throughout the country. When the 21st century comes, what kind of development strategies should these coastal port cities take to challenge the future age and to continuously act as the main power in promoting Chinese economic development? It is a task with practical significance and profound strategic significance.
