银企改革的反思及其对策

RECONSIDERATION ON THE REFORM OF BANKS AND ENTERPRISES AND SOME SPECIFIC MEASURES

本文分析了银企改革中存在的主要问题,指出银企改革的重点是科学管理,而政企分开和产权明晰只是银企改革的外部环境,并提出了解决当前银企改革的具体措施。

This paper analyses the main problems in the reform of state banks and enterprises, pointing out that separation of government adminitration from enterprise management, and the distinction of ownership are nothing but external conditions of the reform in state banks and enterprises. Therefore, we should lay special stress on scientific management. Finally, it suggests some specific measures for solving the existing problems.
