集聚是生产性服务业发展的一种重要方式，在西方发达国家已经取得不少经验。通过对生产性服务业集群发展模式与特征的归纳与分析，总结出不同的区域发展的内外部条件与关键要素，从而为借鉴前人的经验，促进集群发展创造适宜的环境。

It is an important way for the production-based services to develop convergently. The westem developed countries have quite a lot experiences on it. On the basis of summarizing and analyzing the convergent development mode and feature of the production-based services, the author concludes the inner and exterior conditions and the key elements of it to develop in different regions, thus providing a good environment to leam the experiences and promote the convergent development as well.
