A STUDY OF POLICIES FOR LARGE-SIZED ENTERPRISE GROUPS' DEVELOPMENT IN THE PERIOD OF 9TH FIVE-YEAR PLAN (FIRST PART)

一、我国国际收支政策的基本目标(一)国际收支的基本概念国际收支是一定时期内,一个国家或地区全部对外经济关系的综合记录,具体表现为各国编制的国际收支平衡表。

The period from the 9th Five —Year Plan time to 2010 is a very vital stage for our modernization drive. The development of the large —sized enterprise groups in this period is one key issue related to our national economic development and economic reforms. At present, the reality of our large enterprise groups is not suitable to the demand required by the present situation. Since 1995, the State Planning Commission have organized a unified group to study the policies for the development of large enterprises in the period of the 9th Five — Year Plan.The unified study group tries to answer the following questions: (1) Why is the presentsituation^ large enterprise groups not satisfying? (2) What problems are existing in our work-and policy toward large enterprise groups? What thinking strain should we have in the period of the 9th Five —Year Plan in promoting large enterprise groups to have a breakthrough? In the process of studying these questions, the study group made researches and investigations in more than 10 enterprise groups. We hope this study will offer a overall e-valuation of large enterprise groups and can provide some practical thinking strains.-214-
