坡耕地水土综合整治是山丘区新农村建设的战略性措施

Comprehensive regulation on soil and water conservation of slope farmland is strategic measure for new countryside construction in hilly areas

目前坡耕地水土流失仍是制约山丘区农村建设的重要因素。对坡耕地实施综合整治是实现水土资源合理开发和可持续利用的关键性措施,是社会主义新农村建设的一项战略性措施。我国广大农村在长期的生产实践中积累了丰富的治理坡耕地的经验。党的十六届五中全会提出的建设社会主义新农村的战略目标,为坡耕地整治提供了很好的机遇。

At present soil erosion on slope farmland is still a key factor that restrict the construction of countryside in hilly areas. Comprehensive soil and water conservation on slope farmland shall be the key measure for realizing rational development and sustainable utilization of soil and water resources, as well as a strategic measure for new socialist countryside construction. Rich experience has been accumulated in slope farmland conservation through long time production practices in rural areas in our country. Strategic target of new socialist countryside construction is put forward in the Fifth Plenary Session o the 16th Central Committee of the Chinese Communist Party, which provides a good opportunity for conserving slope farmland.
