环北部湾是中国—东盟共同的“发展极”。但仅仅说环北部湾是中国—东盟共同的发展极,不够全面、公平,更谈不上富有前瞻性。中国—东盟共有的发展极应是:环北部湾及其向孟加拉湾的延伸地带。建议在中国—东盟共建共享的“发展极”建设“中国涉南通海主要港口”、“建设广及亚欧非三大洲半数面积的陆地板块为一方对全世界海洋为另一方的陆海换乘平台”。

The Beibu Gulf Rim is the common ＂development pole＂ of China - ASEAN. But it＇ s not comprehensive enough and lack of forward - looking only to refer the development pole to the Beibu Gulf Rim. The common devdopment pole of China - ASEAN should be： Beibu Gulf Rim and Extended Area towards Bay of Bengal. In this development pole, the paper proposes building China southward sea ports and a rail - arid - sea transfer platform for the transfer between half land mass of Asia, Europe and Africa and the ocean of the whole world.
