Nowadays most countries share the view that the severe environmental pollution costs much in both economy and society and it constitutes an obstacle to the sustainable development of the economy. In the perspective of public finance, the main causes leading to the environmental problem are ineffective market and government failure. Therefore, it is certain for us to transform the economic increase pattern and improve the efficiency of the market and government to achieve the sustainable development of the economy.
