Using scientific development concept to guide safe production

安全生产是政府和企业的头等大事，是各项事业发展的基础。经济发展需要安全，企业生存需要安全，安全是实现和谐社会的有力体现。综观许多工业化国家的历史，在人均GDP1000美元至3000美元之间，往往是社会问题的凸显期，也是生产安全事故的易发期。走过这一时期，英国用了70年，美国用了60年，日本用了26年。发展规律不可逾越，我们不可能超越历史阶段，绕过事故易发期，但也不应该重蹈国外的覆辙。

Safe production is the first important thing for both the Government and enterprises. Economic development needs safety and enterprise exist- ence needs safety. On January 11, the first audio and video meeting of the whole system held in 2007 by the COSCO Group was the safe production meeting. Capt. Wei Jiafu, President of the COSCO Group, Mr. Zhang Fusheng, Vice President of COSCO attended the meeting and made speeches separately on the subject of safe production.
