The generation reason of blackout, its effect on the propagation of electromagnetic wave and the electrical characteristic parameters of plasma are described. As an example, the operation frequency of TT&C and data transmission(TTC&DT) and the attenuation constant of electromagnetic wave through the blackout zone are estimated. The TTC&DT system, main functions and key technology of spaceplane are also discussed.
