自组织是系统论中的一个基本概念。在经济系统中，经济的增长和产业的演变就是一个自组织的过程，非均衡是这个过程的基本特征。必须充分利用微涨落机制和巨涨落机制，来引导和控制经济的非均衡发展，遵循适度非均衡投资原则和交替非均衡投资原则，以便促进经济和产业以非均衡为基本特征的协调发展。

Self-organization is one of the fundamental concepts of the system theory. In the economic system, both economic growth and industrial evolution are processes of self-organization, a basic feature of which is unbalance (non-equilibrium). We should make full use of micro-fluctuation mechanism and macro-fluctuation mechanism in order to lead and control unbalanced development of economy. We should follow the principles of moderately unbalanced investment and alternatively unbalanced investment, so as to coordinately develop economy and industries, of which unbalance is one of the basic features.
