我国国有工业企业改革在取得一定成就的同时，也存在着许多问题，其中最突出的是经济效益不高，亏损问题严重。对这个问题的解决，在进行必要的深层次改革的同时，当前，至关重要的是要努力提高国有工业企业的管理水平，提高经济效益，不断增加其盈利。为此，需要采取一系列行之有效的改革措施，为国有工业企业创造有利的条件，促进整个国有工业企业顺利。

Abstract While considerable achievement has been obtained in the reform of state owned industrial enterprises, a number of problems remain un solved. The most serious ones among those are low profits and heavy deficits. In order to solve these problems management of state owned enterprises must be reformed. Only in this way can economic benefit be improved and profits raised. A series of measures should be taken to ensure reform in management in state owned industries,so that more rapid development can be achieved.
