实行“两个转变”　开展“二次创业”

TO REALIZE THE"TWO CHANGE-OVERS"AND TO CONDUCT THE"SECOND RUN OF BUSINESS DEVELOPMENT

文章作者在分析了广西地矿局的现状和面临形势的基础上，论述了实行＂两个转变＂的必要性和紧迫性，提出了实现＂两个转变＂必须树立的几个观念。针对地矿部门实现＂两个转变＂的难点和重点，阐述地勘单位深化改革的着眼点和落脚点，作者认为，结构调整是基础，卸包袱是条件，转机制是关键，降成本是手段，增效益是目的。最后提出了实行＂两个转变＂中要防止的几种倾向。

Based on the analysis to the current situation of Guang Xi Geology and Mineral Resources Bureau,the author describes the necessity and urgentness to realize the'Two Change overs and put forward the view points to be established in order to realize these changae overs.The starting points and stop-over points are pointed out by taking the difficulties and key points in realization the'Two Change-overs'Into consideratio.The author thinks that structure reorganization is the basis;throwing away of burden is the condition,system change-over is the key link,cost reduction is the measure and increase of economic result is the goal.Finally,the tendencies which should be avoided in the realization of the' Two change-overs' are pointed out.
