文章作者认为，审时度势，理清思路，正确定位是落实＂两个转变＂的关键。文章对地勘行业面临的形势进行了充分的估计，并与乡镇企业进行了比较，分析论述了地勘行业改革虽然取得了一定的成绩，但却很难继续深化的症结所在。比较详细地阐述了自身角色的定住要以市场规则为依据，只有与实际相结合才具备可操作性，只有符合现代企业制度要求才谈得上体制和制度创新的道理。

The author considers that the key link in the practice of the 'Two Change overs'is to have a clear understanding on the situation and to have a neat thought,so as to correctly fix one's position.The article thoroughly evaluate the situation which geological prospecting units are facing to.Comparisons with town-ship enterprises are made and the obstacles on the way to deeper reformation of geological prospecting units are pointed out based on the analysis of the achievement of such reformation.It is discussed in detail that the market rule should be taken as the basis and the actual situation should be combined in positioning one's role. Finally it is pointed out that only a system which can meet the modern system requirements, can be rated as a successful new system reformation.
