浅议新时期我国农业立法的改进

Improvement of Agricultural Lawmaking in China in the New Era

新中国成立以来,农村为中国经济发展做出了巨大贡献。现在农村发展已经到了一个新时期,但从我国农业立法的现状来看,存在立法滞后的问题,应当尽快建立和修改相关法律法规,逐步完善我国的农业立法体系,以适应新时期、新形势的需要。该文以目前我国农业立法现状为基础,从适应我国加入WTO的新形势,促进农业、农村经济发展,保障农民利益、保持社会和谐稳定,总结世界各国发展农业生产的成功经验等四个方面分析了农业立法改进的必要性,并围绕农业保险、农业资金投入、农产品流通、农村合作金融、农村社会保障等五个方面,着重论述了新时期我国农业立法的调整与改进。

In the recent years, the countryside has made huge contributions to the development of the economy of China. Now, it is a new era for the development of the countryside, however, the lawmaking is lagging behind the times, as can be seen from the current status of agricultural lawmaking in China. Therefore, in order to meet the requirements of the new era and new situations, related laws and regulations should be established and modified as soon as possible, and the agricultural lawmaking system should be gradually improved in China. In this paper, a brief description was made on the current situation of the agricultural lawmaking in China, and the necessity of improving the agricultural lawmaking was analyzed from the following four aspects： adapt to the new situations after China＇s entering WTO, promote the development of agriculture and the economy of the countryside, ensure the benefit of the farmers and maintain a stable and harmonious society, and finally summarize experiences from different nations from all over the world for successfully developing agricultural production. The adjustment and improvement of the agricultural lawmaking in China in the new era are also emphasized and discussed in this paper, with regard to the following five areas , including agricultural insurance, agricultural investment, agricultural products circulation, countryside financial cooperation, and the social security in countryside.
