构建和谐社会是中国共产党从全面建设小康社会的全局出发对中国实现现代化发展提出的新要求,它标志着中国对发展观的认识已经从发展的工具理性层面上升到了价值理性层面,科学发展的价值目标在于和谐。实现社会和谐的关键是消除社会不平等,保证公平,为此,必须切实贯彻社会主义的公共性原则。用真正适合中国国情的“社会主义”来构建和谐社会,把构建和谐社会体现为中国特色的社会主义建设,这必将对世界社会主义发展模式的探索作出贡献。

To build a moderately prosperous society in an all-round way is a development model of realizing modernization in China, and to build a harmonious society is a socialist model of realizing modernization led by CPC in China. Grounded on the basis of building a moderately prosperous society, the construction of a harmonious society is a new demand of realizing modernization through socialism in China. It symbols that China's understanding towards development outlook has risen from the level of instrumental ration to value ration. The objective of scientific development is to achieve harmony, and the key of achieving it is to delete social inequality and ensure fairness. Therefore, the principle of socialism 'publicity' should be implemented. To build a harmonious society with 'socialism'which really corresponds to Chinese situation, and make it socialist construction with Chinese characteristics will contribute to the exploration of socialist development model in the world.
