“和谐地区”的构建途径应该具有多方位性和全面性,包括本地区在政治、安全、经贸、人文和国际等全方位的合作。全力推广上海合作组织自由贸易区是建设“和谐地区”很好的选择。自由贸易区既提供了利益的制度保障,又为中国自由出入中亚提供了便利,同时可借此消除“中国威胁论”的影响。自由贸易区可以理解为中国进入中亚的一种成本较低、步调较稳和可持续潜力较大的战略路线。

Ways of building 'harmonious region' should be multi-directional and overall, including the regional and international multi-directional cooperation in politics, security, business and trade, and humanity. It is a good option to promote the SCOFTA (SCO Free Trade Area) in building 'harmonious region'. The FTA not only provides China with systematic guarantee of interest, but also free access to central Asia. While at the same time, the negative effect of 'China Threat' Argument could be deleted. The FTA could be interpreted as a strategic route with lower cost, more stable pace, and larger sustainable potential for China getting into central Asia.
