This paper introduces the designing and realizing method of an applied evaluating system for architectural bidding and bid invitation, especially the realization of technical evaluation based on network technology. The system breaks through traditional public bid-inviting model and realizes computer management in the process of bid invitation. Through the use of such a system, all the evaluating experts can grade at real time, and the system can count at the same time. In this way, the impartiality and reliability of statistics can be ensured. Therefore, the system can be well regarded as the perfect combination of bidding concepts and network technology.
