上海市地下空间管理体制与机制建设研究

Study of Shanghai Underground Space and Management System and Mechanism

针对上海市地下空间开发的现实,参照发达国家和地区地下空间开发利用的成功经验,认为上海市地下空间开发使用的管理体制、机制建设应从组建“市级决策协调机构”、“研究咨询机构”及“综合事务管理办公室”入手,进一步明确政府职能部门的管理职责;制定相关的运作、监督与激励机制,以期从源头理顺关系、健全职能、统一程序、规范行为。

Based on the real of Shanghai underground space developing and developed country＇ s successful experiences from underground space developing and use, the paper finds that the management system and mechanism of Shanghai underground space developing and use should start with establishment of ＂municipal making-decision and coordination organ＂, ＂policy consultation team ＂ and＂synthetic affair management office＂ to further make clear management function of government functional department; related mechanism for operation, monitor and encouragement should be set up to bring into better balance the relations between various sections, sound function, unified procedure and regularized behavior.
