"The Revolution in Novel Circles" advocated by LIANG Qichao incited the public attention to mass governance. The social changes, abolishment of imperial examination system and establishment of new schooling system changed the writing of novels and the readership in late Qing Dynasty. The rise of magazines of novels constituted the tangible conditions for the late-Qing novels to embody mass care. In addition, the mass media and the modern Chinese Movement, both focusing on mass governance, made the late-Qing novels take on an inclination to mass care.
