摘要
华东电网已发展成国内最大的区域电网,也是世界上单一国家内的第二大区域电网,在全面分析了华东电网面临的形势和存在问题的基础上,提出了如何发挥科技支撑作用、促进华东电网又好又快发展的客观目标,并提出了“加强规划研究,完善网架结构,建设坚强和谐电网”;“加强二次系统研究建设,树立‘大二次’观念,加强统一规划,统一管理”;“加强大电网安全稳定性研究和受端电网适用性研究”;“加强电网运行方式研究”和“加强应急机制建设和防灾减灾措施研究”5方面的具体措施,以确保华东电网走上“又好又快”的和谐发展之路,为华东地区国民经济健康快速增长和人民生活水平提高作出新的、更大的贡献。
The East China Power Grid which is the largest regional power grid in China, is also the second largest regional power grid belonging to a single country in the world. The status quo of the East China Power Grid as well as problems it is facing is introduced, and the target of realizing "good and quick" development of the Grid by making full use of the supporting function of science and technology is proposed. In order to ensure the Grid to have a "good and quick" development, detailed measures are put forward: firstly, study of the grid plan should be deepened and the grid structure should be improved in order to construct a strong and harmonious grid; secondly, the construction of the secondary system should be enhanced and its plan and management should be conducted in a more unified man- ner; thirdly, study of large grids'security and stability should be strengthened, as well as study of the adaptability of receiving-end grids; fourthly, study of the grid operation methods should be enhanced, and lastly, the emergency mechanism construction should be strengthened, and measures for disaster prevention and mitigation should be reinforced.
