原创技术的基本特征与研发要素 被引量:2

摘要 原创技术是关于“原型”的系统知识,是R&D推动并产生的,它既具有从实现技术垄断到实现市场竞争性龚断的巨大的获利前景,又具有较高的开发风险。因此,需要有保护其研发的制度安排,激励其研发的公共政策,引领其研发的大型企业,以及支撑其研发的社会资源。
