Based on a brief introduction of the necessity of constructing the comprehensive basic database system for the western line of transfering water from South to North project, the author demonstrated the application of ArcGIS and Oracle technology in this comprehensive basic database system, with emphasis put on the basic game, general structure, main functions, operation and development software of the system.
