我国公共危机管理机制模型的构建——基于组织整合理论的分析

Construction of model for public crisis management mechanism in China:analysis based on theory of organizational integration

在国内学术界,不少学者提出了构建公共危机管理体系与机制的构想,大致可归纳为“制度论”、“经验论”、“公共关系论”、“全面整合论”四种观点。在“制度论”和“全面整合论”的框架内,本文基于组织整合理论,构建我国公共危机管理机制的模型,并在模型的基础上对我国公共危机管理现状及模型的预期效用进行了分析。

Many ideas regarding the construction of public crisis management system and mechanism have been put forward in domestic academic circle, which fall into 4 categories. ＂institution theory＂, ＂empiricism theory＂, ＂public relation theory＂ and ＂overall integration theory＂. This paper, based on the theory of organizational integration, designs a model for China＇s public crisis management mechanism under the framework of ＂institution theory＂ and ＂overall integration theory＂. And on the basis of the model, it has analyzed the current situation of China＇s public crisis management as well as the expected utility of the proposed model.
