摘要
国家公务员是构成国家机关最基本的要素,是国家机器的操作者,是实现国家管理职能的主体.作者借完成硕士研究生论文之机,参照国家公务员的条件,根据县(区)级行政机关中科级(领导职务)公务员的职位特点和要求,联系五华区人事管理的实际,应用社会学、行为科学、模糊数学等理论和方法,提出了进行考核的标准.为科学地、合理地、有效地评价和管理国家公务员提供了科学的方法和依据.
Basic element which make up the government, is the operator of nation machine, and also is the main body which accomplish managing fanction of the nation. On the occasion of fultilling master thesis, the author put forwara the standard of a check-up system. according to the actual situation of personnel management is in wahua District of Kunming City, applying theoy and method of sociology, behavoural sciences and fuzzy mathematics. The standard is on the basis of public servant's condition, and the post characteristics and demand of bublic servant in government at county or region level. This system provides scientific, effective and rational method and basis for assessing and managing nation public servant.
