Construct the Substitutive Project Management Pattern for Government-invested Project under Checks and Balances

文章从我国非经营性政府投资项目存在的问题出发,分析了代建制的制度设计所要解决的问题,并对两种政府投资项目代建模式存在的缺点进行了对比分析,提出了构建体现分权制衡原则的代建模式。

This article sets from the problems existing in the domestic non-profit-making government-invested projects to analyze the questions that need to solve in the design of the substitutive project management pattern. It also makes comparative analysis of the disadvantages in two kinds substitutive patterns for the government-invested projects to advocate the pattern that would fully embody the principles of checks and balances.
