Catastrophic risk is an important factor which impact on economic development and social stability and should be an important topic in the risk management program. This paper is based on the society features of public goods of the catastrophic risk, evaluates negative supply by voluntary private and insurance market, resulting in catastrophic risk should be intervened and guided by policy and financial innovation.
