Safe operation is an important indication of social harmony. To ensure the safety of the harbour water in long run, a long-term effective management mechanism must be established . This paper analyzes the safety conditions of harbour navigation, puts forward the guiding principles of longterm effective management mechanism of harbour navigation, and probes into the measures to establish the long-term safety mechanism of harbour navigation.
