摘要
从风险理论入手，分析城市防洪安全问题，探讨城市洪水风险管理的理论与方法。
In this paper, the safety problem of cities'flood control is analysed with the risk theory.and the studying on theory and method of cityies'flood hazard management are introduced chiefly.
