我国东部地带的区域经济差距及其和谐发展研究——以淮海经济区为例

Gaps of Regional Economic Development in East China and their Harmonious Development: A Case Study of Huaihai Economic Zone

总体上发达的我国东部地带内部也还存在着大面积的欠发达区域,形成了巨大的经济落差,并由此产生了一系列突出的区域问题。以东部欠发达区域——淮海经济区为典型案例,运用统计分析方法,将淮海经济区的主要指标与长三角、江苏、浙江、山东等经济发达区域的相关对应指标进行了较为全面的对比,找出经济差距,并得出其发展水平落后于全国平均发展水平的结论;从多个视角客观剖析了东部欠发达地区经济差距产生的共性原因和发展的严重滞后性形成的共同机理,主要有区位条件、经济基础、思维观念以及行政区划、政策等方面的问题;对加快东部欠发达地区崛起,促进我国东部地带区域经济的和谐发展提出了诸多针对性建议。

In the developed areas of East China, there are many underdeveloped regions, a remarkable gap of regional economic development and a series of problems of economic development. Based on the analysis of statistical data and taking Huaihai Economic Zone as an example, this paper compares it with the devel- oped areas in East China such as Yangtze Delta, Jiangsu Province, Zhejiang Province, Shandong Province, clarifies the gaps between them and concludes that it is an underdeveloped area. It proceeds to analyze the reasons and mechanism for its underdevelopment, including the reasons of geographic conditions, economic basis＇ mental concepts, policies and administrative division. Moreover, it puts forward many suggestions to speed up the development of Eastern underdeveloped areas and promote the harmonious development of regional economy.
