黄河流域水土保持减沙效益计算几项基本原则的探讨

Approach the Basic Principles of sediment Reduction Efficiency Calculation by Soil and Water Conservation in the Yellow River Basin

针对“七五”期间三个研究基金项目完成的黄河流域水土保持减沙效益计算成果中出现的问题，提出了在进行这项工作中应坚持的基本原则：必须以水文观测资料为基础；必须明确地、定量地反映７０、８０年代黄河泥沙减少的总量与主要原因；必须正确对待水文法与水保法计算成果之间的关系；计算范围应包括上游水土流失地区，同时应将５０、６０年代的实测输沙量还原为流域产沙量。

he basic principles should be persisted in soil and water conservation in the Yellow River basin are raised in the paper aimed at the problems appeared in the calculation of soil and water conservation effect in the Yellow River basin fulfilled by the research projects of three funds during'the seventh-five-year plan',that are:it should be based on observed hydrologic data lit should be evidently and quantitatively pointed out the major reasons of the Yellow River sediment reduction during seventies and eighties ;the relation between the calculations of hydrological method and soil conservation statistics method should be dealt with correctlylthe effective area should include the upper Yellow River soil loss area,and at the same time the observed sediment discharges in fifties and sixties should be returned to their original watershed sediment yields.
