文化产业体系构建的回顾与思考 被引量:8

摘要 随着文化产业的不断发展,寻求合适的文化产业体系成为政府和学术界共同关注的议题。从文化产业体系的回顾来看,国际上体系制定主要经历了20世纪70至80年代的初步探索阶段,以及90年代以来的发展阶段。当前,文化产业体系的发展日益多样化,体系分类日益细化和明晰化,体系中的功能划分成为一大创意,而体系的发展也促进了产业分类标准的发展。基于以上分析,对我国的文化产业体系进行了积极思考,并试图构建新体系以对现有体系做出补充和完善。 With the constant development of cultural industries, the government and academe pay more attention to the Cultural Industries Production System (CIPS), which is helpful to measure the quantity of cultural economy in order to make a better plan. The first period of CIPS designing is from 1970s to 1980s. In this period, UNESCO designed the first framework for cultural statistics in the world. Since 1990s, the second period has arrived. The government and academe in different countries took part in the CIPS designing actively. First, various kinds of CIPS appear, and the situation will be continued in a long time. Second, the sorts designed with industrial codes are inclined to be more and clear. And function division in CIPS designing becomes a great creativity for it can reveal the characteristics of structural changing in cultural industries. Third, CIPS design improves Standard Industrial Classification (SIC) design. CIPS has been listed in SIC in some countries. Many kinds of SIC are revised by CIPS in order to tell from the cultural and the non-cultural. Expressly, many countries begin to design associated SIC. Based on the above, CIPS designed by Chinese National Bureau of Statistics should be reinforced and improved. Then the paper designs a new one. In the new CIPS, the "three-circle-dividing" is abandoned. More sorts designed with industrial codes appear. And function dividing is put into practice. Meanwhile, it is pointed out the SIC in our country should be improved and connected with international standard.
