摘要
冷战后美欧关系从伊拉克战争问题上的对抗到布什总统连任后的和解经历了令人瞩目的波动。但波动因美欧关系的特质而上下有限,造成波动的三个变数是总体国际形势演变、各自内部政治生态的变化与美国对欧洲一体化的对策。2003年布什总统访欧开始的美欧关系的改善几年来持续巩固与发展,标明双方关系进入一个以合作为主调的新阶段。今后一段时间内凝聚双方的因素将超过分裂因素,美欧关系的新阶段在较长时期可望延续。
From the confrontation on the issue of Iraq war to the reconciliation after the re-election of President Bush, the relations between the United States and Europe have experienced a spectacular volatility. However, the relations have fluctuated limitedly because of the nature of U.S.-European relations. The three variables causing fluctuations are: the overall evolution of the international situation; the internal political changes of the United States and Europe; and the U.S. policy towards the European integration. The improvement of U.S.-European relations beginning in President Bush's trip to Europe in 2003 has continued to be consolidated and developed in the past few years, indicating that bilateral ties have entered a new stage with cooperation as the keynote. In the coming period, the factors which gather the United States and Europe together will exceed those split them. A new stage for U.S.-European relations is expected to continue in a longer period.
