俄罗斯联邦私人土地权利法律制度研究

1991年颁布、2001年修订的《俄罗斯联邦土地法典》确认了俄罗斯公民和法人的私人土地所有权,并要求改革初期所形成的土地长期使用权及可继承终身占有制度迅速转化为土地所有权,从而彻底实现土地的私有化。俄罗斯土地权利制度的演进对我国土地立法有重要的启示。

The Land Code of the Russian Federation, promulgated in 1991 and revised in 2001, confirms the private land ownership of Russian citizens and legal persons and requires that the long-term right to use of land and inheritable life-time land occupations system developed at the beginning of the reform be quickly transformed into land ownership, thereby realize the privatization of land. The evolution of Russian land ownership system is of great reference value to the land legislation in China.
