当前构建中国新农村和谐社会的思考

A Study on how to Construct the new Harmonious Society of Countryside in China

建设社会主义新农村,构建农村和谐社会是中国目前需要解决的迫切问题。笔者分析了中国目前构建农村和谐社会的主要障碍和可行性,提出了构建中国农村和谐社会需要改变执政观念,实现政府职能转变作保障;需要加大对农村的投入,大力发展农村经济作支撑;需要加强农村精神文明建设来助推,同时提出构建农村和谐社会要依靠科技进步,发展效益农业;要完善农村社会保障制度,解决农民后顾之忧;要加快农村剩余劳动力向城市转移,弱化转移农村矛盾的思路。

It is an extremely urgent task to build a new socialist and harmonious countryside in china. The main problems and feasibility of constructing were analyzed in this paper. In addition, the author put forward some suggestions about how to construct the harmonious countryside. Such as government should change the governing idea and function, put more supports to develop the countryside economy and strengthen spiritual civilization construction. At the same time it should promote agriculture by applying scientific and technological advances and develop the profitable agricultural production, set up guarantee system and speed up transferring the surplus labor from countryside to city.
