摘要
本文认为,最近五年城市房价飞涨,国家为抑制高房价出台了18项重要政策调控措施,但是各地房价不仅大幅上涨,而且住房结构性问题严重,调控政策收效甚微,表明我国实施的调控政策存在脆弱性,即政策具有不完善性和有限性。要消除这种脆弱性应当遵循三种路径:一是加强综合调控,切忌调控频繁,避免调控不力;二是减少地方与中央的博弈,充分调动地方政府的能动性;三是同步完善新城区配套功能,切实缓解城市住房结构性问题。
The author points out that, in recent 5 years, prices in Chinese housing market keep rising rapidly. China Central Govemmem has brought 18 policies into practice to control the high-level price in the housing market during the past 5 years. However, the effects are not good enough. It shows that policies China implemented are imperfectness and limited. And the author puts forward some suggestions to perfect them, such as all-around regulating measures, making local governments play a role and providing good public services in new developed areas etc.
