我国水价改革的制度设计:基于水价机制的视角

System Designing of China′s Water Price Reform

水资源稀缺已经构成中国可持续发展的严重挑战,在市场转型条件下,市场机制可以有效解决水资源稀缺问题。基于对水资源稀缺性的深刻认识,试图重新界定水资源的价值内涵,从水权、水市场的制度层面来揭示水价机制及其运行障碍,从而形成中国水价改革的基本思路,并在此基础上提出中国水价改革的制度设计。

The scarcity of water resource has become a serious challenge in China＇s sustainable development. Under the condition of market transformation, market mechanism can solve the problem of water resource＇s scarcity effectively. Based on the comprehensive understanding on water resource＇s scarcity, this paper tries to redefine the value connota- tion of water resource, and discovers water price mechanism and its operation barriers in terms of water rights and water market. It helps to form the basic thoughts of water price reform in China and proposes a system designing for the reform concerned.
