黑龙江省科技中介机构发展正处在十分关键的时期,针对此建立了评价黑龙江省科技中介机构发展水平的模型,应用层次分析法和模糊评价法,定量评价了黑龙江省科技中介机构的发展水平,并分析了黑龙江省科技中介服务机构发展存在的问题且提出了对策建议。

It has become a nationwide consensus that science and technology agencies should be standardized and developed and scientific and technological achievements need to be promoted into practical productive forces. The development of science and technology agencies of Heilongjiang Province is in a very crucial period. In this paper, there are three parties operating the technology agency：the technology agency,the technology adopter and the technology provider. In the cooperation among the three parties,there a series of commission and surrogating owing to the invisible variables. This article focuses on discussing the interests in the cooperation among the three parties by means of analysing gambling and chess.
