在公安工作由传统的社会治安管理模式向严格按法律法规的要求实施社会治安管理模式的转型时期,我们对警察权益保障的课题讨论应从警察职权行使的错位与扩张、警察权益保障的忽视与弱化两个方面的问题着手,重新审视我国当前对警察权益保障中的争议,从现实的角度明确维护警察执法权益的必要性,并且从内部机制、外部环境及制度保障方面设计我国警察权益保障的理性选择。

During the period of changing from the traditional mode in public security management to the one of its being implemented strictly in accordance with the laws and regulations, the topic on ensuring the police＇s rights and interests should start with two problems. The first is about the misusing or exceeding of the police＇s functions and powers. The second is about the neglecting of ensuring the police＇s rights and interests. We should reconsider the controversies over the problem of ensuring the police＇s rights and interests, clarify the necessity to safeguard the police＇s power of enforcing the law from the reality angle, and envisage some rational choices of ensuring the police＇ s rights and interests in china in the respects of internal mechanism, external surroundings and system ensuring.
