当前,一些地方的黑恶势力呈发展蔓延之势,气焰十分嚣张。2000年以来,公安部门在全国范围内开展了打黑除恶的专项斗争。黑恶势力犯罪在主体、行为、时间、空间等方面的特定要素结构决定了其特有的属性,因此在其防控措施上具有一定的层次性。
