中国地区间财力差异及分解

On Regional Financial Disparity in China and the Decomposition

地区间的财力差异是地区间经济发展差距的反映,在一定范围有其合理性,但财力差异过大就会影响到政府职能实现的程度,进而影响到经济和社会协调发展。本文分别采用系数和分项收入分解方法从财力的空间层面和构成层面对财力进行了地区分解和结构分解,在这两个层面分别对造成地方财力差异的原因进行了分析,并提出了相关政策建议。

Financial disparity among regions is a reflection of the economic development in different regions, and it is reasonable within a certain bound. However, too large a disparity may hamper the implementation of the government＇s functions, and thus hinder the harmonious development of the economy and the society. This paper uses two kinds of methods to decompose the financial resources： the parameter decomposition method at a spatial level and the income decomposition method at a structural level. At these two levels, it analyzes the reasons for the regional financial disparity and gives some suggestions on relevant policies.
