银川市中英城市社区卫生服务与贫困救助项目的运作情况

Operation Situation of China/UK Urban Health and Poverty Project (UHPP) in Yinchuan

目的了解银川市中英城市社区卫生服务与贫困救助项目的运做情况。方法采取查阅文献和社会学评估的方法对银川市10家开展贫困救助的社区卫生服务机构和项目管理部门进行调查。结果加强了组织领导职能,健全了组织机构,努力争取领导支持,注重部门配合,积极发挥专家指导作用,以社区卫生服务机构建设为切入点,建章立制,强化管理,立足服务,医疗救助工作正在稳步向前推进。结论医疗救助工作尚处于探索和起步阶段,部分制度需要进一步完善;应继续加大宣传力度,注重培训;加强对定点服务机构的管理;增设新的定点服务网点以缓解部分社区卫生服务机构救助工作的压力;增强救助对象的个人费用意识。

Objective To investigate the developing situation of China/UK Urban Health and Poverty Project （UHPP） in Yinchuan. Methods The document review and social assessment were conducted for a survey on poverty alleviation program to 10 community health service institutions and project management departments. Results The organization was strengthened, organization institution perfected, shoot for leader support, attention to the cooperation among the departments paid, and the guiding role of the experts was put into full play, On the basis of the building of the community health services, the rules and regulations was established, management strengthened, health services provided, and medical first aid had been steadily progressed. Conclusion Medical first aid is still at the beginning, it needs to be improved; and it still needs more publicity and training work. The management of the appointed service institutions should be strengthened; and more new health institutions should be established to lighten the pressure of some community health service institutions. The awareness of individual cost of the target subjects should be also enhanced.
