Whatever explains .we are very hard to avoid the embarrassing fact of environmental protection.On one hand governments at all levels call for environmental protection . Profound consciousness, firm stand and furious intensity have reached unheard-of levels;On the other hand not only is environmental pollution continuing existence but worsen than before.Who will be responsible for the embarrassing position on earth？ We only say that government will take the major responsibility. The government＇s refusal or failure to fulfill environmental responsibilities has seriously set back China＇s environmental protection efforts.The government＇ s responsibility in environmental protection has become a mere scrap of paper.
