摘要
作为不动产资源,土地流转是通过产权让渡来实现的。当前我国农村土地产权配置市场化尚处于初始发育阶段,表现为集体土地产权治理结构不完善、土地产权交易范围狭窄、交易价格行政色彩浓厚以及交易服务组织发育滞后等。应当按照产权市场配置的制度条件和要求,遵循“集体土地股份化、土地产权物权化、产权交易规范化”的思路,推进农村土地产权制度改革。
As immovable property resources, lands can be traded through property Rights transaction. The marketization of the land property rights in rural areas is in primary course and its disadvantages are as follows: the property rights structure of collective lands is imperfect, the scope of property rights transaction of the lands is quity narrow, and government controlling on prices is quitye more. In the process of marketization, collective lands should be changed into shareholding system, land property rights should be changed into real rights, and property rights transaction should be normalization.
