摘要
矿产资源开发补偿机制的核心是矿产资源开发带来的收益在不同利益主体之间的合理分配。建议抓住当前矿产品价格在高位运行、矿业利润丰厚的大好时机,从矿产资源权益分配合理化着眼,彻底改革我国矿产资源税费制度,整合各种矿产资源税费,以国家强制手段统一征收矿产资源消耗费,再分解补偿到探矿权人、矿区所在地和矿产资源所有者国家;创新矿产资源开发补偿机制并同步改革矿业权评估制度。
The core of compensation mechanism for mineral resources development lies in the yield allocation among variable owners. This paper, based on the present highly - profitable ore products at high price, suggests thoroughly reforming taxation system on mineral resources, incorporating all mineral resources taxation, imposing a tax on the consumption of mineral resources by national compulsive system and redistributing the tax to mining right owners, mining locations and country. Innovate the compensation mechanism for mineral resources development and synchronously reform mining rights appraisement system.
